All localities should strengthen the supervision during and after the “separation of evaluation” projects, and severely crack down on violations of laws and regulations in the process of bid evaluation and award

The housing and urban rural development bureaus of Suzhou, Fuyang and Chizhou, together with the comprehensive management department of public resources transaction and the administration of key project construction, and the comprehensive management department of public resources transaction of other cities, together with the housing and Urban Rural Development Bureau (urban and Rural Construction Bureau) and the Administration of key project construction, study and formulate the operation rules of “separation of evaluation”, and clarify the formation method and responsibilities of the bidding committee Methods and procedures for bid evaluation and award, and improve the supervision mode of “separation of evaluation” bidding projects( 2) Organization and implementation stage (October 2021 – October 2022)   All localities shall, in accordance with the work implementation plan, start the implementation of the “separation of evaluation” of project bidding, and provide guidance for the implementation of the counties (cities and districts) under their jurisdiction

All localities should fully understand the significance of the “separation of evaluation” of bidding, earnestly strengthen leadership, responsibility and overall arrangement, strengthen communication and coordination between public resource trading, housing construction, key project construction management and other departments, study and solve the problems in the promotion of the pilot, work together to promote the pilot work, and timely report the implementation of the pilot work to our office( 2) Strengthen publicity and guidance

Introduce the significance, characteristics and requirements of “evaluation separation” to the society in various forms, and publicize the operation rules to ensure that all parties involved in bidding and tendering master the “evaluation separation” method in time
