Guide for operation and management of air conditioning and ventilation systems in public buildings during epidemic period

New Coronavirus (2019-nCoV) epidemic prevention and control is the most important work in the public building air conditioning and ventilation system management during the epidemic period.

The use of meeting rooms shall be managed uniformly, and priority shall be given to meeting rooms with external windows, relatively independent air conditioning system and strong ventilation capacity.

1.5 fresh air operation and prevention of return air pollution according to the requirements of the national standard operation management standard of air conditioning and ventilation system (gb50365), during the epidemic period, the air conditioning and ventilation system should operate under fresh air conditions to prevent cross pollution caused by return air.

During the epidemic, strengthen the management of personnel and articles at the entrances and exits of buildings to avoid the entry of pollution sources.

After the meeting, comprehensive ventilation should be carried out and necessary disinfection measures should be taken.

This guide is mainly applicable to office buildings.

1.3 strictly control the management of entrances and exits to prevent the entry of pollution sources.

(1) Sort out the air conditioning and ventilation system, sort out the type of air conditioning and ventilation system in each functional area, and the service floors and rooms associated with each system; (2) Check and confirm that the air conditioning and ventilation equipment operates normally, and the operation parameters and control functions are normal; (3) Check and confirm that the fresh air intake of the unit is directly taken from the outdoor (not from the machine room, corridor and ceiling), and the periphery of the fresh air intake shall be clean and free of pollution source; (4) Check and confirm that the air system pipeline has no abnormal opening, gap, air leakage and short circuit; (5) Check and confirm that the functions of relevant valves, filters and other components are normal; (6) Confirm that the air filter, surface cooler, heater, humidifier, condensate pan and other parts prone to dust and bacteria have been cleaned and disinfected, and the air filter has been cleaned or replaced; (7) Check the dust and mildew at the air conditioner end vent, and organize the cleaning and disinfection work.

Property, cleaning and other service personnel shall perform their respective duties to avoid cross infection caused by internal personnel flow.

For possible emergencies, risk analysis and safety assessment shall be carried out in advance, emergency plans shall be formulated together with professionals of air conditioning and ventilation system, and long-term preventive and emergency measures shall be formulated.

3.4 for the meeting room with external windows, the external windows should be kept open during the meeting.

Find out the current situation and eliminate hidden dangers.

3.5 the normal operation of the air supply and exhaust system shall be ensured during the use of the staff restaurant.

Through the proper operation of air conditioning and ventilation system in the epidemic period, the probability of cross infection can be effectively reduced.

Formulate a special operation plan.

The plan shall be detailed to each equipment, and a special person shall be responsible for it.

During the epidemic, clarify the internal zoning and strengthen management, especially the management of public areas such as halls, kitchens, restaurants and toilets.

1.2 do a good job in the disinfection of key areas and key equipment.

The same functional parts of other buildings such as hotels, schools, hospitals and transportation hubs can be implemented by reference.

     2.

Basic principles {1.1} strengthen regional and personnel management to avoid cross infection.

Different functional parts need to be added or supplemented according to the use functions.

Air filter, surface cooler, heater, humidifier, condensate pan and other parts prone to dust and bacteria shall be disinfected or replaced regularly.

3.6 the dining form in the restaurant shall be managed uniformly, and the decentralized dining form of time-sharing and area division shall be adopted.

Kitchen, toilet, air conditioning room and other key areas shall be disinfected regularly.

1.4 to improve the ventilation capacity of the building, the ventilation capacity of the building shall be maximized by opening the air supply and exhaust system, increasing the fresh air volume of the air conditioning system, reasonably opening the external window and other means according to the configuration and use requirements of the building’s air conditioning and ventilation system.

After the use, the fresh air and exhaust system shall continue to operate for 1 hour and be fully disinfected.

In order to ensure the safe and rational use of air conditioning and ventilation systems in public buildings after the Spring Festival holiday, and prevent the proliferation of New Coronavirus caused by the opening of air conditioning and ventilation systems, and maximize the protection of users of buildings, the Institute of building environment and energy, China Academy of Building Research, based on the valuable experience of preventing and controlling the SARS epidemic in 2003, This guide is prepared in accordance with the national standard operation management standard for air conditioning and ventilation system (gb50365) to guide the safe operation of air conditioning and ventilation system during epidemic prevention and control.

3.2 it is recommended to stop using areas with high personnel density, including large conference rooms, lecture halls, staff restaurants, gyms, convenience stores, etc.

General provisions 2.1.

If possible, temporary disinfection facilities such as ultraviolet disinfection lamp can be set to disinfect the area in non use time.

     3.

3.3 meetings shall be reduced and non-contact meeting forms such as teleconference and video conference shall be preferred.

Management requirements for different areas # 3.1 # buildings shall be divided into use areas of different nature according to the actual use function, users and use time of buildings.

Lifting Anchor

During the epidemic situation, strengthen the cleaning, disinfection or replacement of air handling equipment in the air conditioning and ventilation system.

     1.

Before starting the air conditioning and ventilation system, the operation managers of each building shall find out the characteristics and current situation of the air conditioning and ventilation system, and formulate an operation plan during the epidemic according to the use nature of the building.

2.2.

The catering system should be adopted, fixed lunch boxes and meal distribution points should be set, and the used lunch boxes should be placed in the specified place and collected and processed by a specially assigned person, so as to minimize the direct contact between diners and restaurant service personnel..

The building manager shall organize relevant personnel to inspect and evaluate the current situation of the air conditioning system in order to formulate a scientific and reasonable operation scheme.
