The construction professional contracting enterprise that directly signs the professional contract with the construction unit shall register the project independently, and register the project with the project name plus the contracting content as the project name according to the requirements of the general construction contracting enterprise.

One person and one card have data In late October, Zhaotong Municipal Bureau of housing and urban rural development held a video training meeting on the real name system management and salary distribution platform for construction workers in the city.
By July 1, 2022, we will achieve full coverage of new, expanded and reconstructed housing construction and municipal infrastructure projects within the administrative regions of the province.
After being signed and confirmed by the construction workers themselves, it shall be submitted to the general construction contracting enterprise together with the project progress of the current month, and the general construction contracting enterprise shall pay wages to the construction workers after verification.
According to the wage payment table prepared, the construction general contracting enterprise will directly pay the wages to the construction workers’ own wage bank card or social security card with financial function through the special account for migrant workers’ wages, and provide salary vouchers on behalf of them.
The general contracting enterprise shall be responsible for the real name information input of construction workers in the construction project.
Real name information entry of construction workers (1) the construction enterprise shall timely enter and manage the real name information of the construction workers of the enterprise by taking the construction project as the unit through the platform, submit the employment real name information of the enterprise, and be responsible for the authenticity of the information.
Establishment of real name channel and attendance assessment (1) engineering projects with closed management conditions (such as housing construction engineering, rail transit engineering, urban tunnel engineering, civil air defense engineering, etc.) implement closed management in principle, set up real name channel and access control system as the only channel for personnel to enter and exit, and use face recognition for electronic punch in, Implement the real name attendance system for construction workers and upload it directly to the platform.
For projects without closed management conditions, mobile positioning, electronic fence and other technologies shall be used to implement attendance management and directly upload to the platform.
If personnel are evacuated from the site, they shall be evacuated through the platform within 5 days.

The following are specific requirements to protect the legitimate rights and interests of migrant workers’ brothers.
If the number of qualified attendance days per month reaches more than 20 days, it shall be deemed as qualified monthly attendance.
Registration of projects under construction (1) new, expanded and reconstructed housing construction and municipal infrastructure projects within the administrative region of the province before December 31, 2021, and projects with a project cost of more than 10 million (including 10 million) shall be registered under the real name system on the platform and brought into supervision.
(4) Attendance equipment manufacturers can conduct equipment docking according to platform standards.

(3) Construction workers without real name registration shall not enter the project site for construction.
(3) The installation, transformation and rental costs of real name channel and access control system are included in the construction safety and civilization measures of the project.
The real name management and salary payment platform for construction workers in Yunnan Province was officially launched on September 15, 2021.
(1) Construction projects without special accounts for migrant workers’ wages shall be opened before October 30, 2021.
(2) The construction general contracting enterprise shall complete the project registration on the platform within 15 days after the commencement of the construction project, and enter the subcontractor into the registered project within 5 days after the subcontractor enters the site.
The special account for migrant workers’ wages shall be opened and bound to the platform cooperative bank where the general contracting enterprise independently selects the location of the project, and the special account for migrant workers’ wages shall be opened to pay the wages of construction workers of the project.
The Provincial Department of housing and urban rural development shall report the qualified monthly attendance of the project every month, and deal with the unqualified project accordingly.
(2) In case of personnel information change during construction, the construction enterprise shall update it through the platform within 3 days.
(2) The daily attendance at the construction site shall be deemed to be qualified if the number of people on attendance reaches more than 60% of the number of people on site every day.
No unit or individual shall specify the brand and model of attendance equipment.
