A few days ago, the Ministry of Human Resources and Social Security, the National Development and Reform Commission, the Ministry of Housing and Urban-Rural Development, the Ministry of Education, the Ministry of Public Security, the Ministry of Finance, the Ministry of Agriculture and Rural Affairs, the National Health Insurance Bureau and the National Federation of Trade Unions jointly issued the “Notice on Carrying out the Quality Improvement Action of Citizenization of County-level Migrant Workers” (hereinafter referred to as the “Notice”) to deploy and carry out the quality improvement action of citizenization of county-level migrant workers.

Give play to the overall role of the people’s government at the county level, integrate and utilize the training forces of enterprises, vocational colleges (including technical schools) and other parties, and promote the co-construction and sharing of training resources at the county level.

More than 600000 people of poverty-stricken workers have been trained in the key areas of national rural revitalization and assistance, and about 10000 high-skilled talents and rural craftsmen have been trained.

We will implement the national basic public service standards and promote the county’s basic public service projects to meet the standards.

We will further promote the enrollment policy of migrant children based on their residence permit, which is “two primary and two inclusive”, clear up and cancel the substandard enrollment certification materials and time limit requirements for migrant children, and steadily increase the proportion of migrant children studying in public schools (including government purchase of private school degrees).

We will strengthen the protection of the rights and interests of workers in flexible employment and new forms of employment.

We will promote the extension of public employment services to rural areas.

Strengthen the information sharing among departments, apply the comprehensive information system of migrant workers, and strengthen the dynamic monitoring of migrant workers’ employment and entrepreneurship, vocational skills training, rights and interests protection, social integration, etc.
