Article 4 The people’s governments at or above the county level shall promote the development of green buildings, formulate policies to support the development of green buildings and limit the construction methods with high resource consumption and large carbon emissions, incorporate the development of green buildings into the national economic and social development plan, and take it as the content of the assessment and evaluation of government objectives and responsibilities.
The green building development plan shall specify the green building development objectives, safeguard measures, overall layout, key development areas, renewable energy utilization, green construction methods and green transformation of existing civil buildings, and determine the objectives and paths of carbon emission reduction.
Article 2 These Regulations shall apply to the planning, construction, operation and transformation of green buildings within the administrative region of the province, as well as the supervision, administration and promotion of green building activities.
Article 10 When examining and approving civil construction projects invested by the government, the competent department of development and reform of the people’s government at or above the county level shall examine whether the grade and mode of green construction meet the requirements of detailed planning, and incorporate the requirements of green construction into the scope of energy conservation evaluation and examination of fixed asset investment projects.
The people’s governments of cities divided into districts and autonomous prefectures shall supervise the implementation of the green building development plan of the people’s governments at the county level.

Article 11 The construction unit shall carry out construction in accordance with the grade requirements of green buildings determined in the detailed plan.
