.

In order to implement the opinions of the CPC Central Committee and the State Council on Further Strengthening the management of urban planning and construction, further deepen the reform of “deregulation, management and service” in the construction industry, accelerate the industrial upgrading, promote the sustainable and healthy development of the construction industry, and provide support for the new urbanization, with the consent of the State Council, the following opinions are put forward: 1

For enterprises with good credit, relevant professional and technical ability and able to provide sufficient guarantee, the scope of business contracting shall be relaxed within their qualification categories

Meanwhile, the relevant matching systems such as credit system, engineering guarantee and personal practice qualification shall be improved to strengthen supervision during and after the event

We should strengthen the management of individual qualification, clarify the rights, obligations and responsibilities of registered practitioners, and increase the investigation of professional responsibility

We will develop individual practice offices in an orderly manner and promote the establishment of an individual practice insurance system

.

We will vigorously implement the “Internet plus government service” and implement “one-stop” online approval to further improve the efficiency of administrative examination and approval in the field of construction

(2) Improve the bidding system

We should speed up the revision of the “Regulations on the scope and scale of bidding for engineering construction projects”, narrow and strictly define the scope of engineering construction projects that must be subject to bidding, relax the relevant scale standards, and prevent the implementation of “one size fits all” bidding for engineering construction projects

In the non-governmental investment of housing construction projects, it is explored that the contracting mode should be decided by the construction unit independently

Encourage investment consulting, survey, design, supervision, bidding agency, cost and other enterprises to develop whole process engineering consulting through joint operation, merger and reorganization, and cultivate a number of whole process engineering consulting enterprises with international level

Formulate the technical standard and contract model of the whole process engineering consulting service

.

Government invested projects should take the lead in carrying out whole process engineering consultation, and encourage non-government invested projects to entrust whole process engineering consultation services

In civil construction projects, we should give full play to the leading role of architects and encourage the provision of whole process engineering consulting services

.

4、 Strengthen project quality and safety management (5) strictly implement project quality responsibility

(6) Strengthen safety production management
